Why Assises de la PAC?
As part of its strategy for energy transition and decarbonization of the building sector, France has set itself the ambitious target of producing 1 million heat pumps a year by 2027. This commitment is designed to encourage the replacement of fossil-fired heating systems (such as oil- or gas-fired boilers) with greener, more efficient heating technologies. The action plan presented last April also calls for the development of heat pumps in industry, to reduce greenhouse gas emissions linked to low-temperature heat and also limit pressure on biomass resources.
In 2022, sales of heat pumps took off in France. Over the year, 2.77 million units were sold in Europe, 621,780 of them in France. But 2023 was a gloomier year. " The 5% drop, from 2.77 million units sold in 2022 to 2.64 million in 2023". In more detail, France currently represents the leading European market for heat pumps (610,830 sales in 2023, - 2%), ahead of Germany (438,800 sales in 2023, + 59%), Italy (343,800, - 33%), Spain (209,680, + 13%). However, the heat pump market is set to decline sharply in 2024: -14% in air/air, -43% in air/water.
The Auvergne Rhône-Alpes region is France's leading industrial region, and the region with the highest number of jobs in the heating, air-conditioning and refrigeration industry. Auvergne Rhône-Alpes already has 9 assembly sites for heat pumps for the building industry, and for each critical component, at least 2 industrial sites capable of supplying the assemblers.
In this context, a day dedicated to the heat pump sector in the Auvergne Rhône-Alpes region aims to demonstrate the attractiveness/excellence of the Auvergne Rhône-Alpes region for the development of the heat pump sector in the building sector by presenting, in particular:
- Innovative solutions and breakthrough technologies;
- Experience feedback
Secondary objectives
- promote financing schemes for companies
- Introduce areas of focus for training organizations
- identify priority areas for overcoming technological barriers
- the CAP as seen by electrical networks

Each theme presented should highlight the specificity of the Auvergne Rhône Alpes region and its local players.
