LIFE - Transition to clean energy
The European Commission has just published the LIFE work programme for 2025!
LIFE is the Commission's program dedicated to supporting innovative public and private environmental and climate projects.
It is made up of four sub-programs, including one dedicated to "clean energy transition", which supports the transition to clean, sustainable energy sources, notably by structuring players, providing tools and building skills.
This year, the deadline for applications is September 23, 2025.
Call for projects
LIFE-2025-CET-LOCAL: Stimulating the transition to clean energy in cities and regions.
Aims to help cities and regional authorities acquire the capacity and skills they need to draw up and implement decarbonization plans and strategies for the transition to clean energy.
Two scopes:
- Implementation of integrated decarbonization plans
- Development of methodologies, models, plans and strategies for the preparation of local heating and cooling plans
Budget per project: 1.75 million euros
Co-financing: 95%.
Partnership: 3 partners from 3 different countries.
LIFE-2025-CET-INDUSTRY - Supporting the transition to clean energy for European industry and businesses
The overall aim of this theme is to support the transition to clean energy and the decarbonization of industry by bridging the gap between supply and demand for net-zero energy technologies, and encouraging collaborative approaches between companies operating in physical proximity.
Two scopes :
- Collaboration between industrial sectors and technology providers to optimize and deploy clean energy technologies
- Energy cooperation between nearby industries to promote clean, affordable and sustainable energy use,

LIFE-2025-CET-DHC: Supporting district heating and cooling networks
Proposals must address one of the following aspects and are expected to work either :
- with heat network operators/owners to provide the necessary technical support for the preparation of investment plans for the refuelling of existing district heating systems to meet the criteria of "efficient district heating and cooling" as defined in the Energy Efficiency Directive. This may include the extension of existing district heating and cooling networks, provided that they are based entirely on renewable energies or waste heat and that compliance with the efficient district heating network criterion is ensured.

- with municipalities and key stakeholders in drawing up investment plans for new district heating and/or cooling networks, provided they are entirely based on renewable energies or waste heat, and paying particular attention to existing buildings.
For these two aspects, the emphasis should be on identifying and proposing concrete solutions for integrating renewable energies or waste heat, assessing the necessary investments and affordability for residents and businesses.
Budget per project: 2 million euros
Co-financing: 95%.
